You do not have to have a VCDS to check the timing on a PD, and the engine does control the timing.
What you can do is check that your cam is in time with your crank shaft. Basically you are checking your timing belt installation is proper. This is adequately done by using crank and cam locking pins during installation, if the belt is kept properly tensioned. But the check is easily done, and can flag belt stretching or other problems.
Go to measuring block 4, field 4, and check the value. It should be between -3 and +3, with zero being ideal.
If it gets more negative than zero, your cranking time gets longer. I keep mine between 0 and +0.5.
You adjust the cam sprocket to make this adjustment.
